This appeal presents an issue of statutory interpretation, so we' start with an examination of the statute’s plain language. See Rosenberg v. XM Ventures, 274 F.3d 137, 141 (3d Cir. 2001). If the statutory language is unambiguous, and the “literal application of the statute” will not “produce a resúlt [either] demonstrably at odds with the intentions of its drafters” or “so bizarre that' Congress could not have intended it,” we need not consider the statutory purpose or legislative history.
