According to a committee report on this change, the retention time was increased from two weeks to 30 days because landlords needed more time to calculate common area maintenance (CAM) charges assessed as additional rent in commercial leases. (Sen. Com. on Judiciary, rep. on Assem. Bill No. 1361 (2003-2004 Reg. Sess.) June 24, 2003, pp. 1-3.)
