Section 47a-21 (d) (2) requires, in the circumstance where the landlord does not return the entire security deposit, that the landlord return to the tenant both the “balance of the security deposit paid . . . after deduction for any damages” caused by the tenant and “a written statement itemizing the nature and amount of such damages. . . .” If a landlord does not comply with *310these requirements, the sanction is clear: the landlord “shall be liable for twice the amount ... of any security deposit paid . . . .” General Statutes § 47a-21 (d) (2).
