427 chars. Section 13.6 of the Springfield ordinance authorizes the landlord to apply for a “Rate of Return” increase if the landlord’s ratio of operating expenses to gross rents exceeds 60 percent. Section 13.5 authorizes the landlord to apply for a “hardship increase” “[i]n the event that a landlord cannot meet his current expenses for mortgage payments, and-or maintenance or repairs and-or heat-utility expenses .... ” App. at 56.
