487 chars[4] In the amended statute the Council requires that the tenant's expression of interest is to be provided either "by hand or by sending certified mail" within the thirty-day period. By specifying "sending certified mail" (rather than confirming delivery by "return receipt") the legislation emphasizes that the mailbox rule applies because it is the sending by the tenant, not receipt by the owner, that TOPA requires if the notice is not made by hand. The choice is left to the tenant.
