464 charsDuring the legislative process, Mayor Barry wrote to Councilmember John Ray, urging, among other things, an amendment to § 45-1639 "requiring that tenants in properties with two to four units indicate interest in purchasing as a prerequisite to using all of the existing negotiation period."
