In 1983 the Council was asked to extend the life of the Rental Housing Conversion and Sale Act and to make certain amendments. The Committee Report explained that § 45-1639 (now codified at § 42-3404.10) “is amended to require tenants to indicate in a time certain an interest in purchasing a two- to four-unit building, thereby giving the owner timely notice of the tenants’ intent to purchase” (emphasis added).
