  This may well be a case where an award of attorney’s fees is justified on the grounds that the plaintiffs have
accomplished a “broader purpose,” even if they are unable to prove damages from the violation. Enforcing
compliance with Burlington’s housing ordinances is, clearly, of public importance. The court will not address that
issue at this time, however, because it remains to be seen whether the Eliasons will be able to prove damages. In
addition, the parties have not yet had an opportunity to fully brief the “broader purpose” question.
