The Eliasons haved sued their former landlords, the Harrisons, for renting them the
Harrisons’ former home without complying with City of Burlington rental requirements, as well
as for the general conditions of the property. The Eliasons move for summary judgment on two
of their three claims: Consumer Fraud and Willful Withholding of Security Deposit. They do not
seek summary judgment on a Breach of Warranty of Habitability claim. The Harrisons’
countercomplaint alleges certain facts but does not identify any cause(s) of action; they have not
