In closing, we note that, under the Rent Control Law, a tenant has an administrative avenue—a petition for an individual rent adjustment—to seek a reduction in rent, that is, to reduce a landlord’s profit. (Santa Monica Rent Bd. Regs., reg. Nos. 4001, 4001A.) But no administrative process is accorded a landlord who wants to reduce the interest it pays on security deposits. In the circumstances of this case, we conclude that the Association can seek that form of relief under the takings clause. Logic, fairness, and justice compel our decision. E., F. * Ill Disposition
