470 charsFurther, during the three-year period contemplated by the regulations— the Board reviews the interest rate at least every three years (Santa Monica Rent Bd. Regs., reg. No. 14001(b))—landlords, as a group, will be out of pocket $2.3 million. During that period, each landlord, on average, will use $718 of its own funds to pay all of its tenants. The individual plaintiff, Herb Balter, will pay $1,485. Over three years, landlords will contribute $82.50 per rental unit.
