As introduced by its author, Assemblyman Wilson, on April 1, 1970, the bill originally provided: “No action or proceeding to recover possession of a dwelling unit may be maintained against a lessee, nor shall a lessor otherwise cause his lessee to quit a dwelling unit involuntarily, nor demand an increase in rent from such lessee, nor decrease the services to which the lessee has been entitled, within 60 days . . ..” (Assem. Bill No. 2033 (1970 Reg. Sess.) § 4.) The bill passed the Assembly with essentially this same language. It was amended in the Senate on August 6, 1970, to provide that “the lessor may not recover possession of a dwelling in any action or proceeding, cause the lessee to quit involuntarily, increase the rent, or decrease any services, within 60 days . . . .” (Assem.
