308.8. Within 45 days after the termination of the rental agreement and the return of possession, the owner shall:
  (a) Return the security deposit and any accrued interest to the tenant; or
  (b) Provide the tenant with an itemized statement of the reasons for any       deductions from the security deposit, together with any remaining balance.
