308.3. An owner who collects a security deposit shall, within 10 days of receiving the deposit, provide the tenant with a written receipt that includes:
  (a) The amount of the security deposit;
  (b) The name and location of the financial institution where the deposit       is held;
  (c) The account number of the depository account.
