308.7. An owner may make deductions from the security deposit only for:
  (a) Unpaid rent that is not in dispute;
  (b) Damage to the rental unit beyond normal wear and tear, where the owner       has provided written notice of specific damages and their cost; and
  (c) Costs of cleaning the unit if the tenant has left it in a condition       materially dirtier than at the commencement of the tenancy.
