Pursuant to the federal regulations that govern the premises, the plaintiffs approval was required to add any family members as occupants. “A lease shall be entered into between the [Public Housing Authority (PHA)] and each tenant of a dwelling unit which shall contain the provisions described hereinafter. . . . The composition of the household as approved by the PHA (family members and any PHA-approved live-in-aide). The family must promptly inform the PHA of the birth, adoption or court-awarded custody of a child. The family must request PHA approval to add any other family member as an occupant of the unit.” 24 C.F.R. § 966.4 (a) (1) (v). 6
