4      “However, effective April 1, 2024 (until it sunsets on
January 1, 2030), the [TPA] provides that for certain rental units
that were issued a certificate of occupancy more than 15 years
ago, landlords may not, over any 12-month period, increase rent
more than 5 percent plus the percentage change in the cost of
living, or 10 percent, whichever is lower. (Civ. Code, § 1947.12,
