2.     During construction for any of the activities in Section-5(A)(1) above, all disturbed areas of
              land shall have erosion control to prevent damage to any adjacent properties. Erosion control
              methods shall be approved by the Director of Code Enforcement or the Commissioner of the
              Department of Public Works & Facilities, as applicable, and shall be installed prior to
              construction. The Director of Code Enforcement or the Commissioner of the Department of
              Public Works & Facilities, as applicable, may require certification by a registered
              professional engineer of erosion control methods prior to the issuance of any building permit.
