644 charsOn April 15, 2003, petitioner sent respondent a second letter, informing him that Holland’s renovations caused a small fire in the wall of the apartment, that neighbors were complaining about noise from the apartment, that someone removed appliances without board approval, and that three individuals lived in the apartment without board approval. (See petitioner’s motion to dismiss affirmative defenses and for summary judgment, exhibit F.) In its April 15 letter, the board requested that respondent evict Holland and engage a licensed professional to “assess the construction and electrical work.” Respondent did not respond to that letter.
