In 2000, Congress amended the enhanced voucher
provision to add the language at the heart of this case. See Pub
L. No. 106-246, § 2801, 114 Stat. 511, 569 (2000) (codified at
42 U.S.C. § 1437f(t)(1)(B)). Importantly, the first clause of the
