The award of reasonable attorney’s fees may deter violations, encourage tenants to seek relief and ensure competent counsel for tenants who do litigate. The court’s narrow interpretation of the attorney’s fees provision found in § 47a-18a would have the contrary effect of discouraging tenants whose rights have been violated to seek vindication of their rights.
