331 charsReviewing the statutory scheme together with the procedures employed in this case, we conclude that the court properly rendered judgment enforcing the commissioner’s order and assessing an additional penalty against the landlord for failing to comply therewith. The judgment is affirmed. In this opinion the other judges concurred.
