446 charsAlthough the defendants framed the issue raised on appeal as “[w]hether the Court erred in finding that it was the defendants’ burden to prove substantial housing code violations in order to sustain a defense under Connecticut General Statutes § 47a-20,” we note that the standard used by the trial court was not whether a “substantial housing code violation” existed. See Alteri v. Layton, 35 Conn. Sup. 261, 408 A.2d 18 (1979), discussed infra.
