If the tenants’ cause of action under the ordinance rested solely on the landlord’s conduct during the summer and fall of 1975, no award of damages would be possible. Under § 109 (c) of the ordinance “[ajction to recover liquidated damages under the provisions of this section shall not be brought later than one year after the date of violation.” The tenants would not be entitled to recover damages based on violations which occurred over one year before their complaint was filed.
