(c) A final notice of rent increase shall be addressed to each affected Tenant and sent by regular mail with a duplicate copy delivered to the Tenant's apartment, at least thirty (30) days before the effective date of the rent increase, after consideration by the DAMP Program Director of any written comments submitted by the Tenants of a particular building participating in a DAMP Program. The final notice of rent increase shall include the specific amount of the rent increase and its effective date, and shall provide information on any rental assistance which may be available to the Tenant and the procedures to apply for such assistance.
