This Certificate shall not be effective to authorize the eviction of the Tenant herein named under the Rent Regulations for any purpose other .than that stated above. * * * If the Landlord fails to observe the provisions of this Certificate of .the Rent Regulations he is subject to civil action as provided for in the act.”
