8. A valid notice to quit must be (1) personally served on the tenant, or (2) personally served on a person over the age of sixteen upon the premises, or (3) posted in a conspicuous place on the premises and "mailed first class U.S. mail, postage prepaid to the premises within 3 calendar days of the date of posting.” D.C.Code § 45-1406; see Jones v. Brawner Co., 435 A.2d 54, 56 (D.C.1981).
