we recognized that the relief available under Vermont’s consumer fraud laws, including the provision for attorney’s fees, “was fashioned in order to promote and encourage prosecution of individual consumer fraud claims.” 148 Vt. at 536, 470 A.2d at 1162. As the trial court correctly noted, this legislative intent would be frustrated if the courts were required to measure a fee award against the limited amount of recoverable damages in a consumer fraud claim.
