375 charsAs to litigation over relatively small amounts, the Legislature could reasonably have seen a special need for measures that would chill frivolous appeals, discourage dilatory tactics where appeal was taken, and ensure full final recovery if the appeal was lost. See Paro v. Longwood Hosp., supra at 653; Damaskos v. Board of Appeal of Boston, 359 Mass. 55, 64 (1971). 10 *154
